    Can we create a group based on the user role? If yes, can we send announcements to a group only?

    You can send announcement to any role(s). You can go to front-end (from where you send message) and click “New Announcement”.

    Groups are for sending message only. You can create group from role. Please see https://www.shamimsplugins.com/docs/front-end-pm-pro/getting-started-2/group-messaging/

    Actually I was trying to send announcements based on the Woocommerce Membership plan, not a role, sorry about the title and the question. Do you have any solution for that?

    I do not know where woocommerce membership plan users are saved. If they are assigned to any role you can use that role.
    This plugin works with role for sending announcements.
